Collaboration in South Holland
In South Holland, knowledge institutions, companies and authorities collaborate intensively on the future of the semiconductor industry. Within the Economic Board South Holland (EBZ), these parties join forces. TU Delft, The Hague University of Applied Sciences, Inholland University of Applied Sciences and ROC Mondriaan form the core group of the Beethoven Regional Plan South Holland Delft. Together, we train 2,000 additional technicians by 2030 and strengthen the future of the semiconductor industry.

This collaboration is not limited to education.
Also, the industry, government, and industry associations play a key role in the implementation of the Beethoven South Holland program. Industry associations such as VNO-NCW, FME, MKB-Nederland and HiDelta connect companies, represent sector interests, and promote innovation and talent development in the semiconductor industry. Additionally, leading companies such as ASML, Hittech, Nearfield Instruments and Demcon are closely involved in the implementation and further development of the program.
The collaboration is not limited to education. Within the quantum and semiconductor sector, collaboration is growing under the banner of QUST (Quantum & Semiconductor Technology network), where companies and knowledge institutions work together on groundbreaking innovations.
The City of Delft and the Province of South Holland actively support the program through the Economic Board South Holland (EBZ) and the Human Capital Agenda, contributing to a strong and future-proof ecosystem for the semiconductor industry.
Who is participating?

Governance
The Beethoven program is part of the National Strengthening Plan for Microchip Talent. The national steering group ensures coordination and alignment between regions, with a focus on joint initiatives such as international recruitment.
Steering Committee
The governance structure in South Holland consists of: TU Delft, The Hague University of Applied Sciences, Inholland University of Applied Sciences, Mondriaan College, Economic Board South Holland (EBZ) and a representative of QUST (Quantum & Semiconductor Technology network). The steering committee meets quarterly, the project organization monthly. Working groups determine their own planning and report annually on progress within the Economic Board South Holland. This is done through monitoring reports and risk assessments. Check the agenda for events.
